农地经营权流转期限博弈分析

农地经营权流转对于提高农地利用效率、促进农业规模化经营以及农业现代化进程都具有重要意义。目前,我国农地经营权流转还存在着结构不协调、规模偏小等问题,流转期限不相匹配是重要原因之一。农地经营权流转期限是转出户、转入户以及村干部三方博弈的结果,而较长的流转期限是现代农业发展所必需。事实上,转出户、转入户和村干部都是理性的经济人,他们都将从成本收益角度出发做出符合自身的最优行为选择。延长农地流转期限,提高土地利用效率,实现农村土地的优化利用,是解决我国土地资源稀缺、人地矛盾尖锐的主要方法。为此,要不断完善农村社会保障制度、加大农民就业创业扶持,解除农民的后顾之忧;创新农地经营权流转制度,兼顾转出和转入双方合法权益;强化村干部管理制度,防止其贪腐行为的发生。

The transfer of farmland management right is of great significance for improving farmland utilization efficiency, promoting agricultural scale management and agricultural modernization. At present, there are some problems in the transfer of farmland management rights in China, such as uncoordinated structure and small scale, and the mismatch of circulation period is one of the important reasons. The transfer period of farmland management right is the result of the game among the transfer-out household, transfer-in household and village cadres, however, a long transfer period is necessary for the development of modern agriculture. In fact, the transfer-out household, transfer-in household and village cadres are rational economic men, therefore, they will make their own optimal behavior choice from the perspective of cost and benefit.To prolong the transfer period of agricultural land, improve the efficiency of land use and realize the optimized utilization of rural land are the main methods of solving the shortage of land resources and the sharp contradiction between human and land. For this reason, we should constantly improve the rural social security system, increase support for farmers’ employment and entrepreneurship, and remove their worries. We should innovate the transfer system of farmland management rights and give attention to both the legitimate rights and interests of transfer-in household and transfer-out household. We will strengthen the management system for village cadres and prevent their corruption.
