干旱区土地征收补偿模式研究——以内蒙古和林格尔县为例

Research on Land Expropriation CompensationModel in Arid Areas——Taking Helingeer County of Inner Mongolia as an example

随着国家工业化和城市化发展的不断加快,出于各种目的的土地征收活动也在不断增加,而我国不健全的征地体系和补偿模式却导致了失地农民的怨声载道,所以说一个健全和因地制宜的补偿模式对农民和对国家的发展来说是十分重要的。本文首先对国内外的土地征收补偿模式进行了阐述,列举了我国几个典型区域具有代表性的土地征收补偿模式,以和林格尔县新机场项目的土地征收补偿模式为例,进行重点研究分析。首先阐述了留地指标安置模式的主要内容、操作规则和政府在其中起到的主导作用,其次分析了留地指标安置创新模式的实践应用,最后站在失地农民角度体现出这种补偿模式的意义所在。

with the accelerating development of the country's industrialization and urbanization,land expropriation activities for various purposes were also increasing.However,the unsound land acquisition system and compensation model in China have be caused complaints among land farmers.Therefore,a sound and local adjustment model was very important for farmers and for the development of the country.This article first elaborates the compensation models for land expropriation at home and abroad,listed typical compensation models for land expropriation in several typical regions in China,an example of land expropriation compensation model for Horinger County New Airport Project,conducted key research and analysis.Firstly,the main contents,operating rules,and the leading role played by the government in the resettlement model of resetdement was described,then it analyzes the practical application of innovative models for resettlement of land reservation indicators,finally stood at the perspective of landless farmers to reflected the significance of this compensation model.
