摘要
武汉2085城市总体规划提出“多规合一,交叉优化”编制方法。本文反思中国交通规划演变过程和存在问题,探索新时期城市空间、土地利用、综合交通规划平行展开、交叉优化的技术流程。以人口、城市空间格局与用地为情景方案的核心要素,建立交通联系强度量化分析方法、识别关键客流走廊;依据重要客流走廊空间尺度和服务目标、客流强度和不同交通方式服务能级,优选并组合交通供给模式,体现空间-用地-交通的综合、基于运输效率与服务水平的各种交通方式的综合。重点论证城市级客运走廊结构与设施标准,提出轨道交通网络规模与结构层次、规划控制与分阶段实施要求,在此基础上明确分区交通发展策略、指导综合交通体系各子系统规划。
In the Wuhan master plan 2035, methodologies of multi-plan integration and interactive optimization have been put forward.This study profoundly rethinks the evolution process and existing problems of transportation planning in China,and explores the technological procedures of parallel functioning and interactive optimization of urban spatial planning,urban land use planning, and comprehensive transportation planning.Based on the core elements of population,urban spatial layout,and land use,this study establishes the quantitative analyzing framework of transportation connection intensity and identifies major passenger flow corridors,and based on the spatial scale, service orientation,passenger flow intensity,and different capacities of each transportation mode of major corridors,the transport supply patterns are put forward,which reflects the integration of space-land use-transport and the comprehension of transportation modes of different effectiveness and service levels.By focusing on the structure and facility standard of urban passenger flow corridors, it proposes requirements of railway network scale and structure,planning control and phased implementation,so as to clarify the transportation development strategies of each district,and better direct the planning of all the sub-systems of comprehensive transportation.
