人本主义视角下的武汉社区生活圈规划研究

RESEARCH ON THE PLANNING OF THE 15-MINUTE COMMUNITY LIFE CIRCLE OF WUHAN CITY FROM THE PERSPECTIVE OF HUMANISM

十九大报告提出了以人民为中心的发展思想,如何满足人民对美好生活的向往成为新时期社区规划的核心问题。传统的社区规划比较侧重“自上而下”的指标分配,难以满足各类人群的差异化需求,本文结合武汉市新一轮总体规划,以“人本主义”为出发点,从人口特征、服务需求和社区治理3个视角分析了社区发展的新趋势,基于人口特征和需求,探讨了社区15分钟生活圈的精细化分类路径,并结合“动静分区”思路提出了以邻里中心为核心的生活圈构建模式以及规划实施导引。

At the Nineteenth CPC National Congress,the idea of people-oriented development was put forward,thus there emerges the new issue of how to satisfy people's yearning for a better life by community planning.Nevertheless,the traditional community planning mostly follows the top-down approach without the consideration of diversity of human needs.To make up for this deficiency, based on the new Master Plan of Wuhan City,this paper follows Humanism principles and analyzes the community development from the perspectives of population characteristics,service demand,and community governance.Then the paper explores the elaborative classification of 15-minute community life circle on the basis of population characteristics and demands.In addition,it proposes the life circle construction mode around the neighborhood center using the strategy of "static and dynamic zoning," as well as the guidance of planning implementation.
