基于“共同规划”的总体规划工作模式探索——以武汉市为例

EXPLORATION OF MASTER PLANNING WORK MODE BASED ON "JOINT PLANNING": A CASE STUDY OF WUHAN

“开门规划”是规划编制工作的一项重要原则。目前,国内总体规划编制工作组织中,“开门规划”主要通过邀请各部门参与、开放机构研究等方式实现,其工作成效受到政府统筹力度的较大影响。武汉新一轮总体规划创新提出了“共同规划”工作模式,以“两规合一、三规同步、多规融合”为编制思路,构建了多层次、全方位的各区、各部门和社会公众“共同规划”工作机制,探索了市区对接“四上四下”、部门对接“三次对标”、周边城市共同研究、公众参与“众规众绘”等新工作方法,实现了总体规划工作组织的“统分结合、分段对接”,确保了总体规划的权威性和共识性。

"Open planning"is an important principle in the planning preparation.At present, in the preparation of domestic master plan,"open planning"is mainly realized by inviting various departments to participate and opening institutional research,etc.,the effectiveness of which is greatly affected by the government's coordination.In the new round of Wuhan's master plan,taking "two-plan unification,three-plan synchronicity,multiple-plan integration"as a planning thoughts,it innovatively puts forward the "joint planning"working mode,and builds a multi-level and all-round "joint planning" working mechanism among various districts, departments,and the public,exploring new working methods,such as "four ups and four downs"in urban level,"three inspections"in department level, joint research in surrounding cities,as well as public participation,to achieve "combination of unified and decentralized mode and sectional linking",thus ensuring the authority and consensus of the master planning.
