国家角色设定是国家领导人对国际环境、国家战略和本国特色的集中定位,是国家政治传播的出发点。国家角色设定随着不同国家各个时期的发展需要而变化,它与对外传播或影响或偏离,始终统一于国家整体利益中。新中国成立以来,我国对外传播中的角色设定历经三个阶段,这是中国应对不同国际环境时必要的战略选择,反映了不同阶段中国对外传播中的政治诉求和国际定位,折射出中国实力、国家担当以及国民心态的深刻变化,表征了国家全方位地在国际舞台上的展现与博弈。

State role setting which bases on estimation for the present international environment,national strategy and its own characteristics by the state leader is the starting point of political communication of one country.And it always changes with national development needs in different period.The tension and interplay between state role setting and international communication are unified in the national interest.Since the founding in 1949,China's role has experienced three stages,which expressed different political demands and international orientation in international communication.And it is the necessary choice for dealing with complicated international situation in the field of nation-states' game.China has been standing in the new historical position.Its public diplomacy,public opinion environment or communication vision are all in a new field.Thus China should confirm the role of definition and construction,and open up effective method of international communication based on macroscopic and diversified communication framework.
