中国省域五大系统的协调发展评价

Evaluation on Coordinated Development of Five Systems in China's Provincial Regions

文章以中国31个省份为例,基于五大发展理念视角构建区域创新、协调、绿色、开放、共享发展水平评价指标体系,引入系统综合发展模型和协调发展度模型,定量揭示中国省域创新、协调、绿色、开放、共享五大系统的协调发展特征。结果表明:(1)创新、协调、绿色、开放、共享五大系统综合发展指数区域差异显著,整体呈东部沿海高、中西部地区低的省域分布格局;(2)创新、协调、绿色、开放、共享五大系统总体处于协调发展阶段,但整体仍有待提高;省域协调发展度空间差异较大,东高西低,形成明显的等级板块结构;(3)根据不同板块类型区域的发展特点,有针对性的提出了促进区域创新、协调、绿色、开放、共享协调发展的方略。

Taking 31 provinces of China as an example, this paper constructs an evaluation index system of regional innovation, coordination, green, openness and shared development level from the perspective of five development concepts, and introduces a systematic comprehensive development model and a coordinated development degree model, and then quantitatively reveals the coordinated development characteristics of the five systems of innovation, coordination, green, openness and sharing in the provincial regions of China. The results are as following: 1) There are significant regional differences in the five major systems comprehensive development indexes: innovation, coordination, green, openness and sharing, and the overall distribution pattern is high in the eastern coast and low in the central and western regions;2) the five systems of innovation, coordination, green, openness and sharing are in the stage of coordinated development, but the overall level needs to be further improved;the spatial difference of the coordinated development degree of provinces is large, with the eastern coordinated development degree higher than the west,which forms the obvious grade plate structure;3) according to the development characteristics of different plate type regions, the paper puts forward some strategy of promoting regional innovation, coordination, green, openness and shared coordinated development.
