基于阶段启发法分析高校教学改革政策的生成、实施与推广

摘要 渤海大学响应国家政策号召,基于全面提高人才培养质量角度出发,实施课堂教学改革,"转动课堂"对高校课堂的教学过程进行重新构建培养适用型人才,使高校课堂焕发活力。教学改革政策的提出经历了议程设置、政策构建和合法化、政策实施以及评估等环节,本文运用阶段启发法尝试分析解释"转动课堂"这一教育政策在渤海大学的出台与实施推广。 In order to responding to the call of national policy and improving the quality of personnel training in an all-round way, Bohai University implement reformation in education."Revolving Classroom"reconstruct college classes and train applicable talents.These measures rejuvenates college classes. The proposing of reformation in education policy experienced several steps, such as agenda setting, construction of policy and legalization, implementation of policy and evaluation and so on. This article used analyzing of the stages heuristic to analyzing the introduction and extension of the"Revolving Classroom"education policy in Bohai University.
