推动新时代社会组织高质量发展,是贯彻"五位一体"社会主义现代化建设总体要求的需求,是落实以人民为中心思想题中应有之义,是提高我国社会治理能力现代化的重要内容,是推动"一带一路"倡议走岀去的要求,也是社会组织改革发展的方向。制约社会组织高质量的因素是多方面的,既包括社会组织自身存在的结构失衡、自身建设能力较弱和社会组织专业人才匮乏等突出问题,也包括法律法规滞后、政策执行不到位以及人们对社会组织的模糊认识等外部因素。新时代社会组织要实现高质量发展,应以党建作为引领,更加注重增强社会组织的本领,更加注重优化社会组织发展的外部环境,同时要考虑从中央层面建立社会组织建设和管理工作领导机构。

Promoting the high-quality development of social organizations in the new era is the demand for implementing the overall requirements of socialist modernization construction of the five-sphere integrated plan, the proper meaning in implementing the people-centered concept, the important content of enhancing the modernization of national social governance ability, the requirement of promoting the "going out" strategy of the Belt and Road initiative, and the direction of the reform and development of social organizations. There are various factors that restrict the high quality development of social organizations, including the internal factors of structural imbalance of social organizations, the weak self-building ability, and the lack of professional talents, as well as the external factors of the lag of laws and regulations, inadequate policy implementation and people’s vague understanding of social organizations. In order to achieve high quality development, social organizations in the new era should be guided by the Party building, pay more attention to enhancing the skills of social organization and mobilization, and optimize the external environment for further development. Meanwhile, it is necessary to consider establishing a leading organization for social organization construction and management from the central level.
