Introducing Ethnic Culture into Campus for Forty Years: Policy Retrospect and Problem Prospect

摘要 民族文化进校园是民族文化与学校教育相结合的有效途径,而民族文化进校园政策则是推动民族文化融入学校教育的重要举措和保障。改革开放40年来,我国民族文化进校园政策经历了恢复重建、起步探索、初步发展、深化完善四个阶段,其演进特征主要表现为四个方面:政策类型由综合性向专项性转变,政策举措由宏观指导向具体细化转变,政策体系层次性不断加强,政策逐步向法制化发展。为进一步增强民族文化进校园政策的实效性,应以主体性思维深化民族文化进校园政策内涵、以整合式逻辑构建民族文化进校园政策层级体系、以保障性措施规范民族文化进校园政策的执行,促使民族文化进校园政策由"外部回应"型向"内部整合"型转变。 Introducing ethnic culture into campus is an effective way to combine ethnic culture with school education, and the policies for it are important safeguard measures. Since the reform and opening-up, the policies have gone through four stages of recovery and reconstruction period, initial exploration period, initial development period and deepening and perfecting period. In the evolution process, they have displayed four characteristics of transforming from comprehensive policy to special policy in type, changing from macro-level guidance to specific refinement in policy initiatives, continuously strengthening the level of policy system and gradually developing toward legalization. In order to further enhance the effectiveness of the policies, it is necessary to deepen the policy connotation with subjective thinking, construct the policy system with integrated logic, and promote the policy implementation with safeguard measures, so as to promote the transformation of the policies from "external response" to "internal integration".
