民族学校办学水平测度指标研究——基于民族教育现代化视角 被引量:4

A Study of the Measurement Index of School-running Level of Ethnic Schools——In the Perspective of Ethnic Education Modernization

摘要 民族教育现代化是我国民族教育事业发展的目标,其重要执行机构是专门挂牌的民族学校。因此,民族学校的办学水平在很大程度上影响着民族教育现代化发展水平。目前,我国尚未针对民族学校编制专门的办学水平测度指标,现有指标在编制过程中也没有充分考虑民族学校服务于民族教育现代化和民族文化传承发展等特色要素。为此,在教育现代化理论、现行重要民族教育政策与学校评价指标的基础上,针对民族学校编制了由"民族学校基础特征""民族教育经费管理""民族学校师资队伍建设""民族学校对民族学生发展的贡献""民族学校对民族文化发展的贡献""民族学校现代化管理水平"6项一级指标共43个观测点组成的办学水平测度指标,主要反映民族学校自身建设、师生发展等重要内容,并从实际操作角度设计了"与标准挂钩记分"等记分方式与总分评价区间。以此促进我国对民族学校办学水平的有效测度,进一步提升其办学水平。 Modernization of ethnic education is the goal of developing ethnic education in China, and its important executive agencies are the specially listed ethnic schools. Therefore, the level of running ethnic schools, to a great extent, influences the modernization process of ethnic education. At present, a special school-running level measurement index for ethnic schools has not been formulated yet, and the characteristics of ethnic schools serving the modernization of ethnic education and the inheritance and development of ethnic culture have not been fully considered in the existing indicators. For this reason, on the basis of educational modernization theory, the current important ethnic education policies and school evaluation indexes, a school-running level measurement index has been compiled for ethnic schools, which is composed of 43 observation points and 6 first-class indicators such as "the basic characteristics of ethnic schools", "fund management of ethnic education", "teaching team construction", "contributions to students’ development", "contributions to the development of ethnic culture", and "the level of modernized management". The purpose is to reflect the important contents of the construction of ethnic schools and the development of teachers and students. It also designs the scoring methods and the total scoring evaluation interval from the practical operation point of view, so as to promote our country’s effective measurement of the level of running ethnic schools and further enhance their level of school-running.
