南流江流域下游水环境综合整治对策研究

Study on Comprehensive Improvement Countermeasures of Water Environment in Lower Reaches of Nanliu River Basin

近年来,南流江流域下游水污染治理不断深化,水质得到一定改善,但整体水环境质量形势依然严峻。通过分析南流江流域下游水环境质量现状,针对治理存在问题,提出了从构建流域环保跨界管理新体制、强化水染污治理、加强生态修复、强化流域治理的技术支持、创新治理资金保障方式、建立覆盖全流域的社会力量体系等六方面加强南流江流域下游水环境综合整治,为北海市水污染攻坚战提供科学依据。

In recent years, the pollution control in the Lower Reaches of Nanliu River Basin has been continuously deepened, and the water quality has been thus improved, but the overall water environmental situation is still serious. Based on the analysis of water quality status and the existing problems of governance, six countermeasures for strengthening the comprehensive improvement of water environment in the lower Reaches of Nanliu River Basin were also put forward including constructing a new system of transboundary management of environmental protection, strengthening water pollution control, strengthening ecological restoration, strengthening technical support for river management, innovating the way of fund guarantee for governance, establishing a social power system covering the whole basin, which can provide the scientific basis for struggle against water pollution in Beihai.
