摘要 《公共图书馆法》规定,公共图书馆需要建立以理事会为主要形式的法人治理结构,吸收有关方面代表、专业人士和社会公众参与管理。公共图书馆要明确理事会性质与相关方职责,加强党建工作,规范管理运行,落实人事和财务等配套措施,真正落实法人自主权。
