从国家应急科技港的建设意义、战略定位和选址依据等方面,论述了规划建设国家应急科技港的总体构想。最后,基于创新生态系统理论分析框架,从创新主体、创新要素、创新机制和边界拓展等4个维度10个方面,提出了国家应急科技港的建设方略。

This article discusses the overall conception of planning and construction of national emergency science and technology port from the aspects of construction origin,strategic objectives and port selection.Finally,based on the theoretical analysis framework of innovation ecosystem,this paper puts forward the construction strategy of national emergency scientific and technological port from four dimensions and ten aspects,such as innovation subject,innovation element,innovation mechanism and boundary expansion.
