The implementation of innovation driven development strategy in Shandong province has certain foundation and challenges.In order to implement the development strategy of innovation driven development,Shandong must break down the internal and external factors that affect the development of innovation driven development,give full play to the subjective initiative of the innovation driven main body,and build a cooperative interactive system of enterprises as the main body,the government as a guide,the scientific research institutions and universities as the source of innovation,and create a good innovation driven environment.
