国家层面养老服务结果框架构建初探

A Preliminary Exploration of an Outcome Framework for Social Services for the Elderly on a National Level

虽然中国养老服务政策体系基本建成,各项政策也明确提出要加强监督检查和绩效考核,但仍然缺少制度性的考核措施和测量办法。为保证养老服务政策能够得到有效贯彻落实,同时促进政策本身不断得以完善和改进,必须加强监督检查制度建设。基于此目的,本文从致力于完善中国养老服务政策制定和提高管理效果的角度出发,借鉴英国和美国等国家好的经验和做法,探索建立一个国家层面养老服务业绩测量的结果框架,以期对中国养老服务事业的健康发展有所贡献。本研究分为五个部分,一是养老服务业绩测量的国际动态,二是中国需要构建养老服务业绩测量的结果框架,三是建构养老服务结果框架的理论阐释,四是养老服务结果框架的解构性分析,五是测量养老服务业绩的结果指标选择。

Although in China the policy system of social services for the elderly has basically been established and various policies clearly suggest reinforcing supervision,examination and performance evaluation,institutional evaluating measurements and methods are still lacking.In order to guarantee the effective implementation of the policies of social services for the elderly and improve these policies for their own sake,the system of supervision and examination must be strengthened.For this purpose,the present paper,attempts to build an outcome framework of social services for the elderly on a national level with reference to good lessons and practices in such countries as the UK and the USA,expecting to make contributions to the healthy trend of China's social services for the elderly.The present study consists of five parts:first,the developments of performance measurement in social services for the elderly in the World;second,the outcome framework of performance measurement for social services for the elderly needed in China;third,a theoretical explanation of the outcome framework;fourth,a deconstructive analysis of the framework;and fifth,the selectidn of the outcome iridex of performance.
