Carrying out the rural revitalization strategy is a major decision made by the Party’ s 19 th National Congress.Rural rejuvenation is a lofty cause that has never been seen before as well as a great undertaking in the century with people’s unity.It needs to play the role of all kinds of capable people,so the elites’ "returning to home town "is of great significance for rallying able people.This paper focuses on the theoretical connotation of new hometown elites,and emphasizes the significance of their"returning"for rural revitalization,and further puts forward the practical path of how to play the role of new hometown elites in the rural revitalization strategy.
