基于DEA模型的内蒙古呼包鄂地区技术创新效率研究

Research on Technological Innovation Efficiency in Hohhot-Baotou-Ordos Based on DEA Model

提升技术创新效率是推动城市创新发展的有效手段.本文选取2001-2016年内蒙古呼和浩特、包头及鄂尔多斯三市技术创新投入、产出指标,利用数据包络分析法(DEA)及Malmquist指数分析了呼包鄂三市技术创新效率及创新效率变动情况.结果显示:呼和浩特市技术创新效率相对较高,达到技术有效水平的年份较多,其次为包头市和鄂尔多斯市.在技术创新效率动态变化方面,鄂尔多斯市创新效率有所提高,呼和浩特市及包头市有所下降.通过对技术创新的主要素生产率(M值)分解发现呼和浩特市及包头市的技术进步效率偏低,鄂尔多斯市的技术进步效率值较高.最后根据分析结果,本文提出了提升呼包鄂地区技术创新效率的建议.

Improving technological innovation efficiency is an effective way to promote urban innovation and development.In this paper,technological innovation input and output index from 2001 to2016 of Hohhot,Baotou and Ordos were selected.Then the technological innovation efficiency and the changes of innovation efficiency in Hohhot,Baotou and Ordos were analyzed by means of Data envelopment analysis(DEA)and Malmquist index.The results show that the technological innovation efficiency of Hohhot is relatively high,and the years reaching technical effective level is more than the other two cities,followed by Baotou and Ordos.In terms of the dynamic change of technological innovation efficiency,the innovation efficiency of Ordos has improved,while Hohhot and Baotou have declined.By decomposing the M value of technological innovation,it is found that the technological progressive efficiency of Hohhot and Baotou is low,while that of Ordos is high.Finally,according to the analytical results,suggestions were put forward for upgrading the efficiency of technological innovation.
