“双带头人”培育工程:生成理路、现实困境与思路创新 被引量:42

摘要 "双带头人"培育工程是提升高校基层党建水平,引导教师党支部书记既做党建带头人又做学术带头人的基础性工程。"双带头人"的提法继承和发展了马克思主义经典作家的基层党建理论以及中国共产党历代领导人关于基层党建的思想,是习近平关于基层党建的思想和"带头人"的论述在高校基层组织建设中的具体体现。当前,"双带头人"培育面临着评价标准不契合、管理机制不健全、能力水平不匹配等困境,必须在培育理念、方法和机制上加以改进和创新。加强"双带头人"培育,要在培育理念上实现党务和业务的"双融合、双促进";在培育方法上坚持顶层设计与精准施策相结合;在培育机制上构建长效机制,建设科学严密、务实有效的制度体系。 "Double-leader"Program is a foundational project aiming to elevate the level of university grassroots Party construction and to make both Party construction and academic leader out of the Party secretaries of university teacher Party branches.The conception of"Double-leader"inherits and develops the grassroots Party construction theories of both the classic Marxist theorists and generations of the leaders of the Communist Party of China.It also reflects Xi Jinping’s thoughts on grassroots Party construction and on Party leaders.However,this program faces the problems of mismatch evaluation,unsound management and mismatch proficiency.In terms of its conception,we should emphasize both Party affairs and teaching affairs;in terms of its paths,we should combine the top-plane design and the precise measures in its implementation;and in terms of the cultivation mechanism,we should construct a long-term,scientific and effective system.
