摘要
我国高校自主招生工作自2003年试行以来发展迅速。为保障自主招生工作长期稳定有序开展,在实施过程中需要处理好教育公平、高校自主权落实、招生过程中的监督机制和创新人才选拔等四个方面的关键问题。基于创新人才选拔的过程分析,自主招生政策设计时,应积极推进形成多元化考试评价机制,增加考生平时成绩及综合素质的权重;引入第三方考试评价机构,实现真正的招考分离制度。
The autonomous recruitment policy in China’s universities has been rapidly advanced since its experiment in 2003.To guarantee the sustainable,stable and orderly implementation of this policy,we must well handle four issues-educational fairness,fulfillment of autonomous recruitment policy,supervision system and selection of innovative talents-in implementing this policy.Based on the procedural analysis of innovative talents selection,the design of autonomous recruitment policy should include a pluralistic system of tests and assessment,increase the weight of the university applicants’ performance in their process of learning and of their comprehensive quality,and introduce the thirdparty assessment to actualize the separation between recruitment and assessment.
