高职院校内部治理体系现代化:标准、困境及路径

Modernization of the Internal Management System in Higher Vocational Colleges:Criteria,Predicament and Solutions

当前高职院校对内部治理现代化缺乏正确认识,存在着治理结构僵化、治理主体职责不清、外部监督机制不健全、治理主体单一主导等问题,为此需要从健全法治制度文件、构建高效互动的治理结构、推进多元治理主体治理、营造健康积极的内部治理文化、主动引入外部监督力量等五个方面,推进内部治理体系现代化。

Lacking correct conception of the modernization of internal management,higher vocational colleges often find themselves in the troubles of rigid management structure,unclear responsibility of management subjects,unsound external supervision and dominance of single management subject.The modernization of internal management should be improved in five aspects:systemizing the regulations in the light of the rule of law;constructing an efficient and interactional management structure;setting up apluralistic management system;creating a healthy culture of internal management;and introducing external supervision.
