摘要
铸造海洋产业湾区是实施海陆统筹规划,发展海洋经济、向海经济、构建开放型经济体系的重要载体。北部湾区作为我国改革开放第一批沿海城市大陆南端集中点,是内陆腹地与中国南海、珠三角发达地区与东盟之间的桥头堡,是我国"一带一路"线上的支点,肩负开拓南海经济航道、打造沿线海洋经济走廊、大力发展向海经济的历史重任。北部湾海洋产业湾区应结合地区布局特点,以三省区联动发展为突破,以环北部湾沿海城市为支点,发挥湾区产业带陆地向海洋过渡的作用,构建海陆统筹的开放型经济体系。
Building marine industry area is an important carrier of land and sea planning, marine economy, seaward economy, and open economy system. As the first group of southern coastal concentration point of China’s reform and opening up, Beibu Gulf Area is regarded as a bridgehead between the hinterland and South China Sea, the developed Pearl River Delta and ASEAN(Association of Southeast Asian Nations). As a strategic fulcrum of China’s "One Belt, One Road", it shoulders historical responsibility to explore the navigation channel, builds marine economic corridor along the route and vigorously develop the seaward economy. The paper argues that Beibu Gulf should take the union of the three provinces as a breakthrough and the coastal city as the fulcrum and play a role for land to sea transition, and construct an open economy system of land and sea coordination.
