2018年中央多次重申坚持房地产调控目标不动摇,力度不放松,坚决抑制房价上涨。各级政府积极调控,旨在"稳地价、稳房价、稳预期",供需两侧精准调控,引导预期回归理性,房地产市场整体渐趋平稳。作为贯彻十九大精神的开局之年,为保障全体人民住有所居,在住房制度改革以及房地产长效机制建设方面取得了长足的进步。本文通过简要回顾和分析2018年房地产市场发展情况和政策变动情况,预测2019年房地产市场将以"稳"字当先,进一步加快推进房地产健康发展长效机制建设为政策主线。

In 2018, the central government reiterated that the goal of real estate regulation is necessary to remain unwavering.Governments at all levels actively regulated the real estatemarket aiming at stabilizingland price, housing price and the related expectations.Through the precise regulation on both sides of supply-demand and guiding expectations back to rationality, the overall real estate market tended to be stable in 2018. Thus, as the beginning year of the implementing the spirit of the 19 th Communist Party of China National Congress,China has made great progress in reforming the housing system and constructing a long-term real estatemechanism with the goal of guaranteeing residenceof all people. This paper briefly reviews and analyzes the development of the real estate market and policy changes in2018. Then it predicts that stabilitywill be taken as policy priority of the real estate market in 2019,and the construction of the Long-term Mechanism for the healthy real estate development will be further accelerated.
