本文初步探讨了生态补偿价格机制的政策规范和制度价值,描述了地表水资源保护生态补偿价格机制的产生和发展过程,深入研究了地表水断面生态补偿定价法的内涵及功能,指出了进一步跟踪研究地表水断面生态补偿、完善地表水资源生态补偿定价法的理论方向,并就地表水资源生态补偿定价提出了合理建议。

This paper preliminarily discusses the policy norms and institutional values of the ecological compensation price mechanism,describes the generation and development process of the ecological compensation price mechanism for surface water resources protection, and deeply studies the connotation and function of the ecological compensation pricing method for surface water, pointing out further tracking research and the improvement of the theoretical direction of the surface water resources ecological compensation pricing method, putting forward reasonable suggestions on the ecological compensation pricing of surface water resources.
