儿童“邪典”视频的法律问题及应对之策

“Immoral” Videos for Children: Legal Issues and Solutions

近来,国外网站已封禁的儿童"邪典"视频大规模蔓延到我国各大网络平台的儿童节目频道,已经触碰到法律的"高压线"。虽然有关涉案主体已经受到了相关处罚,但是目前还缺乏一定的防范措施和制度保障。因此需要集聚各方力量加大监管与防控,制定动画片分级制度,并通过完善立法、加强执法等一系列措施对此类"邪典"视频进行大力整治,进而营造一个绿色的网络环境,还儿童一片网络净土。

Presently,a large number of immoral videos blocked in oversea networks have been widely spread to children’s program channels of the networks in China,which has touched the bottom line of the law. Although the subjects related to the case have been penalized there is inadequate precautionary measures and institutional guarantee. It requires intensive supervision,prevention and control. It is proposed to formulate rating system for animate cartoons. With the measurements of completing legislation and strengthening law enforcement to control the appearance of the immoral videos. Green networks may give children a clean internet environment.
