美国农业补贴政策从最初出台到历次演变,都是围绕着稳定和提高农民收入这一根本目标。美国的农民收入干预政策是将资源由消费者、纳税人手中转移至农业生产者,是对收入的二次分配。透过补贴政策的演进,可以分析美国农民收入政策的总体思路和背后逻辑,即对收入问题的长期性做好准备、畅通农民利益表达渠道,以及减少市场干预。

The United States agricultural subsidy policy has focused on the fundamental goal of stabilizing and increasing farmers’ income. The intervention policy of farmers’ income in the United States is to transfer resources from consumers and taxpayers to agricultural producers. This is actually a secondary distribution of income. Through the evolution of the subsidy policy,we can analyze the overall thinking and the logic behind the American farmer income policy. The evolution of American agricultural policy and farmers ’income have taught us that China needs to recognise the long-term nature of its income problem,smooth farmers’ interest expression channels,and reduce market intervention.
