湖南省洞口县病死畜禽无害化处理方式研究

Study on the Innocuous Treatment of Dead Livestock and Poultry in Dongkou County Hunan Province

从2017年6月开始,湖南省洞口县建立了病死畜禽无害化处理收集中心,并设立病死畜禽暂存点70个,其中小型冷库11座,冷柜59台,配备专用运输车辆4辆,每天巡回收集病死畜禽,并定时运送到新邵县病死畜禽无害化处理中心焚烧炉焚烧。按照"政府监管、财政扶持、企业运作、保险联动"思路,引进浙江禾和环保科技有限公司,采用BOT特许经营模式运作,洞口县病死畜禽无害化处理收集中心运转正常,形成可操作性强,监督保障有力,运转正常,灭源彻底的病死畜禽无害化处理机制。并对深埋方式和焚烧方式优缺点进行比较,得出两者相结合为最好的方式。

Since June 2017,Dongkou County,Hunan Province has established a harmless treatment and collection center for dead and dead livestock and poultry,and set up 70 temporary storage sites for dead and dead livestock and poultry,including 11 small cold storage facilities,59 refrigerators,and four special transportation vehicles.The sick and dead poultry are collected and transported daily to the incinerator of the Xinshou County Livestock and Poultry Harmless Treatment Center for incineration.In accordance with the concept of "government supervision,financial support,enterprise operation,and insurance linkage",Zhejiang Wo and Environmental Protection Technology Co.,Ltd.was introduced and the BOT franchise model was used to operate.The Dongkou County Animal and Poultry Invalidity Treatment and Collection Center was operating normally,forming a strong operability,strong supervision and support,normal operation and harmless treatment mechanism for dead livestock and poultry.The advantages and disadvantages of deep burial method and incineration method are compared,and the best way to combine the two is obtained.
