构建我国基层反恐情报信息机制的路径分析

Analysis on the Way of Constructing Anti-Terrorism Intelligence Information System at Basic Level in China

基层反恐情报信息的搜集、分析、研判工作对反恐斗争的成败起着决定性的作用,我国《反恐法》的出台要求我们在法治的框架下,坚持"专业主导、专群结合"的反恐政策。在摒弃"职权主义"路径的前提下,合作——平衡和委托两种路径选择既是反恐政策在基层反恐情报信息工作中的体现,也是完善我国基层反恐情报信息工作机制的必由之路。

The collection,analysis and judgment of anti-terrorism intelligence at basic level plays a decisive role in fighting against terrorism.The introduction of China's Anti-Terrorism Law requires a "profession-guided and expert-mass work combined"policy be adopted.On the condition of discarding authority principle,coopera- tion-balance and entrust are two alternative ways.They do not only reflect the anti-terrorism policy in anti-terrorism intelligence at the basic level ,but also will improve the anti-terrorism intelligence system.
