摘要
改革开放40年来,我国农民市民化进程遵循民本自发、政府主导的演进机理。以劳动力乡城转移和市民化的特征性事实为节点,其演进轨迹大致可以划分五个阶段。每个阶段,在制度破冰和政策引导下,作为微观主体之一的农民在市场-政府的关系变化之中做出理性选择。在政府和民众共同努力下,我国农业转移人口市民化取得了卓著的成就,并呈现出独特的特征。未来,将遵循"以人为本"的城镇化发展理念,逐步提高农业转移人口市民化质量。
This paper comes to the conclusion that the evolution mechanism of the citizenization of migrant workers is people-oriented spontaneous and government-leading since the reform and opening up. It divides the evolution into five stages based on the characteristic facts of rural labor mobility and citizenization since the reform and opening up. The farmers as one of the micro-subjects make rational choices in the market-government relations between the changes in the rational choice in each stage, under the system breaking ice and policy guidance. The citizenization has gained remarkable achievements and presents its unique evolvement and characteristics. In the future, we should implement the concept of people-oriented urbanization and gradually raise the quality of the citizenization of the rural population.
