军民融合视角下科技创新能力评价体系建立及实证研究 被引量:3

The Establishment and Empirical Study on The Evaluation System of Scientific and Technological Innovation Ability from the Perspective of Military Civilian Integration

摘要 在军民融合的产业合作中,众多项目都具有较高的科技创新含量。衡量军民融合的科技创新能力,需建立一套评价指标体系。在已有研究成果支撑下构建起科技创新能力评价体系理论模型,在此基础上建立三个维度层次指标:平台评价指标、核心评价指标、约束评价指标,每个层次指标又分别建立若干两级指标,并以中国(绵阳)科技城为研究对象,采用层次分析法进行实证研究,检验评价模型体系的合理性,为军民融合科技创新产业提供衡量标准。 In the industrial cooperation of military and civilian integration,many projects have higher scientific and technological innovation content.It is very important to establish a set of evaluation index system to measure the scientific and technological innovation of military and civilian integration.On the basis of the theoretical model of the evaluation system of scientific and technological innovation ability,this paper establishes three dimensional and hierarchical indexes:platform evaluation index,core evaluation index,constraint evaluation index,and so on.Two-level indexes have been established for each level index,and taking China (Mianyang)Science and Technology City as the research object,the analytic hierarchy process (AHP)is used to carry on the empirical research,and the rationality of the evaluation model system is tested.It provides a measurement standard for the military and civilian integration of science and technology innovation industry.
