河长制实践的治理困境与路径选择

Governance Dilemma and Path Selection in the Practice of the River Chief System

"河长制"的治理成效关乎到"美丽中国"战略的在地化实践。本文通过考察河长制的运作模式后发现,压力型体制下目标任务治理的逻辑桎梏尚不健全的河长制法律制度、滞后的生态治理观念以及多元参与机制的缺失等治理困境,限制了河长制的地方实践。为此,应基于"三治合一"视角建构河长制治理路径体系:从法治维度上健全相关法律法规制度,德治维度上强化生态治理观念体系,自治维度上建构多元主体共同参与机制,以期提升河长制实践的治理质量,建设美丽中国。

The governance effectiveness of the "river chief system" has been related to the implementation of "Beautiful China" strategy. Examining the operation mode of the "river chief system", the study finds that the imperfect river-length system of law, the lagging concept of ecological governance, and the lack of pluralistic participation mechanisms, restricts the governance dilemma of the river chief system. Therefore, based on the perspective of "fusion of three governance", this paper constructs governance path of the "river chief system", such as improving the legal system from the perspective of the rule of law, strengthening the ecological governance concept, and building a pluralism in the autonomous dimension,in order to improve the governance quality of the river chief system and eventually promote the ecological construction of Beautiful China.
