On Small and Medium-sited Enterprises and Local Economic

中小企业的发展,改变了县域经济的产业结构,促进县域经济迅猛发展,为我国综合国力的增强作出了贡献。浙江台州各地的县域中小企业既有困难又具有很大的发展潜能,因而除了政府在导向上,从抓大放小转向抓大扶小,加大扶持力度给予优惠的政策环境外,还应从以下五个方面扶持。即:发挥所有制多元化优势,扶持一批实力企业上规模;发挥小而优小而特优势,引导条块结合,块状集聚,发展块状经济;利用灵活机制优势,多形式多渠道发展与大企业的协作关系;利用传统出口商品渠道,发展外向型经济,帮助建立社会化服务体系。

The rapid growth of small and medium-sited enterprises has changed the industrial structure of local economy, and accelerated the development of local economy, and thus helped to strengthen the overall national power of our country. This paper, based on the survey of the small and medium-sited enterprises across Taizhou, in zhejiang province, discovers that the small and medium-sited enterprises in this area are facing some difficulties and challenges while pregnant with great potentials, and proposes that the local government put more efforts on the policy-shifting from stressing the development of large enterprises and setting free the small ones to supporting small enterprises by offering preferential policies, as well as stressing the further development of large enterprises. Furthermore, the local government is supposed to do more jobs in the following aspects-Exert the advantages of the diversified economic ownership to further support the escalation of some large-scaled enterprises in this area; Exert the advantages of small and medium-sited enterprises of quality and distinctive features to agglomerate separate economic sectors to accelerate the further development of local economy; Exert the advantages of the flexible economic mechanism in this area to cultivate the co-operation with some large-scaled enterprises in various forms; Exert the advantages of traditional exporting channels to facilitate the advance of foreign-oriented economy; Help to set up highly socialized service system; and so on.
