情景模拟下粮食主产区耕地保护经济补偿效应研究——基于河南省801户农户的实证

Effect of economic compensation for cultivated land protection on grain-production under scenario simulation in Henan

通过设置农业支持保护补贴(Ⅰ)和耕地保护基金(Ⅱ)两种情景,模拟研究了粮食主产区农户对不同耕地保护经济补偿模式预期效应的感知及其影响因素。结果表明:1)情景Ⅰ城乡结合部和典型农村受访农户认为家庭生活水平有提高的比例分别为36. 71%和41. 99%,而情境Ⅱ下的比例分别为76. 58%和80.25%。相比于农业支持保护补贴,耕地保护基金对农户的家庭生活水平改善更为明显。2)情景Ⅰ城乡结合部和典型农村受访农户表示愿意维护耕地质量的比例分别为77. 22%和84. 60%,愿意管护生态环境的比例分别为68. 35%和78. 85%;而相应情况下农户对情境Ⅱ的感知结果分别为85. 44%和89. 89%、77. 22%和85.23%;故在两种模拟情景下,受访农户的耕地保护意愿均较高且无较大差异。3)农户分化特征对不同情景下耕地保护经济补偿效应感知的影响具有明显的差异性。

We studied farmers’ perception of the effect of economic compensation for cultivated land protection on grain-protection and its influence factors based on the two scenarios of Agricultural Support Protection Subsidy( Ⅰ) and Cultivated Land Protection Fund( Ⅱ).The results showed that: 1) Under the scenario,the perception of farmers who believed that the family living standards had increased in urban and rural areas were 36.71% and 41.99%,respectively.And they were 76.58% and 80.25% under the scenario Ⅱ.Therefore,compared with Agricultural Support and Protection Subsidy,Cultivated Land Protection Fund was more obvious for the improvement of farmers’ living standard.2) As mentioned earlier,under the scenarioⅠ,the perception of farmers who were willing to maintain the quality of cultivated land in urban and rural areas were 77.22% and84.60% respectively,and the perception of farmers who were willing to improve the ecological environment of cultivated land were 68.35% and 78.85%,and the corresponding results under the scenario Ⅱ were 85.44%,89.89%,77.22% and 85.23%,respectively.So,the farmers’ willingness of cultivated land protection was strong and had no major difference between the two scene simulations.3) Farmers’ characteristics had a significant impact on the perception of the effect of economic compensation of cultivated land protection.
