“PPP模式+装配式”特色小镇项目的主体关系研究

Research on the Subject Relationship of “PPP Mode + Assembled” Characteristic Town Project

利用装配式技术建设特色小镇项目,既符合国家大力发展装配式建筑的要求,又能实现绿色生态、快速建造的新型城镇化需求,但却存在投资大风险高的问题,可以通过PPP模式尝试解决。将PPP模式与装配式技术联合应用到特色小镇建设中,重点研究PPP模式、装配式及"PPP模式+装配式"特色小镇项目主体关系,分析不同模式下的主体博弈过程。通过对比发现,"PPP模式+装配式"特色小镇项目的主体关系最复杂但综合效益最高,并提出建议,以促使各主体关注改善关系协同中存在的问题,促进我国新型城镇化的健康快速发展。

The application of prefabrication technology in the construction of characteristic towns not only complies with the requirements of the country for vigorously developing prefabricated buildings,but also enables the realization of the new urbanization needs of green ecology and rapid construction. The PPP model can solve the issues of the great capital requirements and high risk for prefabricated small towns. This paper attempts to apply the PPP mode and the assembly technology to the construction of the characteristic town,and focuses on the subject relationship among PPP mode,the assembled construction and the "PPP mode + Assembled" project,and analyzes the main game process under different modes. Through the comparison,it is found that the subject relationship of "PPP mode + Assembled" characteristics town project is the most complex but the most beneficial. At last,some suggestions are put forward to improve the synergy among different subjects and advance the healthy and rapid development of China’s new urbanization.
