论共享住宿业的安全风险及监管思路

On the Safety Risk and Supervision of Shared Accommodation Industry

作为当前最为活跃的共享经济形态之一,共享住宿业的发展极为迅猛,其附随的安全问题也逐渐吸引人们关注。从实践来看,共享住宿业的安全风险广泛分布于监管端、平台端、房东端、房客端与社区端。各地公安机关已经对共享住宿业采取了一定监管措施,共享住宿平台也从多个层面加强了安全保障,但该领域仍存在制度供给不足、既有制度及措施未触及核心安全需求和欠缺行业规范等不足。提升共享住宿业的安全监管水平,需要更新监管理念,坚持审慎包容和差异化管理,促进技术与制度深度融合,并为安全设置一定冗余度。

As one of the most active forms of sharing economy, the shared accommodation industry is developing rapidly. In practice, the security risks of shared accommodation industry are widely distributed in regulatory end, platform end, landlord end, tenant end and community end. Local public security organs have already taken certain supervision measures on the shared accommodation industry, and the shared accommodation platforms have also strengthened security at various levels. However, there is still a shortage of institutional supply in this field. The existing system and measures have not touched the core security needs and lacked industry norms. In order to improve the level of safety supervision in shared accommodation industry, we shall renew the concept of supervision, insist on prudent tolerance and differentiated management, promote the deep integration of technology and system, and set up certain redundancy for safety.
