Innovation in Concept, System and Practice of Administration by Law in Guangdong since the 18th National Congress of the CPC

十八大以来,广东依法行政取得了质的飞跃。在观念上,实现了依法行政的"控权"理念向"服务"理念的更新,"单兵突进"思想向注重依法行政的顶层设计、协同推进理念的转变;在制度上,大力推行权责清单制度、不断完善重大行政决策制度、不断强化规范性文件制度化、全面深化改革行政审批制度、不断规范行政执法制度、全面推行依法行政年度考评制度、不断健全监督问责机制等等;在实践中,结合"放管服"改革进行了广东省商事登记制度改革、佛山禅城区一门式政务服务改革和广州市人民政府优化建设工程项目审批流程改革等一系列实践创新。广东依法行政观念更新、制度健全与实践创新,为实现"三个定位、两个率先"和"四个走在全国前列"提供强有力的法治保障。

Since the 18 th National Congress, Guangdong has made a qualitative leap in administration by law. In terms of concept, it has realized the renewal of the concept of "control right" to "service", and the thought of "individual soldier advancing" to the top level design, which emphasizes the administration by law and the transformation of the concept of coordinated promotion. In terms of system, we shall vigorously implement the system of lists of powers and responsibilities, constantly improve the system of major administrative decisions, constantly strengthen the institutionalization of normative documents, comprehensively deepen the reform of the administrative examination and approval system, constantly standardize the system of administrative law enforcement, fully implement the annual examination and evaluation system of administration according to law and continuously improve the supervision and accountability mechanism, and so on. In terms of practice, a series of practical innovations such as the reform of commercial registration system in Guangdong Province, the reform of one-door government affairs service in Foshan Chancheng District and the reform of the approval process of the optimized construction project by the Guangzhou Municipal people’s Government have been carried out in combination with the reform of "releasing management and service services". Guangdong’s concept of administration according to law is renewed, its system is sound and its practice is innovated. It provides a strong legal guarantee for the realization of "three orientations, two first" and "four aspects in the forefront of the country".
