Pei Ju's Strategies of Managing the Relations of the Sui Dynasty with Ethnic Minorities

隋朝建于大分裂时期之后,立国之初即面临着严重的民族问题,因此隋朝统治者不得不在相当长时间内致力于处理与周边各民族的关系。裴矩作为边疆和民族问题专家,在隋朝对周边民族关系的经略中发挥了重要作用。他根据民族情况的不同与时势的发展运用了灵活多变的经营策略,并通过离间、和亲、劝诱、战争等多种手段加以实现。虽然策略运用偶有失误,产生一些消极影响,但在他以和平方式为主、武力征伐为辅策略的指导下,隋朝西、北方的民族问题得到妥善解决,在一定时间内维护了隋朝边疆的安全,加强了隋朝与少数民族间的政治、经济、文化交流。

The Sui Dynasty,established after the division of the country for a long time,confronted with severe problems of the ethnic minorities at the beginning. Therefore,the rulers of the Sui Dynasty had no choice but to deal with the relations with the surrounding ethnic groups for a long time. As an expert on frontier and national problem,Pei Ju played an important role in managing national relations in the Sui Dynasty. According to the different conditions and the development of the situation,he employed flexible strategies which were implemented by means of alienation,marriage,canvass,war and so on. Although he made occasional mistakes in the use of strategies,which had some negative effects,the national problems in the west and north of the Sui Dynasty were appropriately solved under the guidance of his strategy mainly based on peaceful means with the help of force. In a certain period of time,it maintained the security of the border areas of the Sui Dynasty and strengthened the political,economic and cultural exchanges between the Sui Dynasty and ethnic minorities.
