20世纪80年代,随着里根经济学的实施,美国小企业的税负、管制和资金成本降低了,生存环境得以改善;联邦政府给予大学知识产权的做法,激发了大学从事商业活动的热情,带动了大学的创业活动;联邦机构的资金扶持和技术扶持则直接帮助了一批小企业。20世纪80年代的美国联邦政府,通过扮演好服务者的角色,在改善小企业经营环境的同时,或者给予小企业无形的知识产权,或者进行有形的资金、技术支持,推动了小企业的发展,取得了良好效果。

In 1980 s with the practice of Reagonomics,U. S government reduced tax burden,regulation and cost of funds of small enterprises of America,improving the business environment. Meanwhile,the federal government granted intellectual property rights to universities,which aroused the enthusiasm of universities to engage in business activities and entrepreneurship while the financial and technical support of federal agencies directly helped a number of small enterprises. In the 1980 s, the federal government of the United States accelerated the development of small enterprises and achieved good effect by playing the role of a service provider.
