国家治理现代化视域下的城乡基本公共服务均等化

The Equalization of Basic Public Service in Urban and Rural Areas from the Perspective of National Governance System Modernization

实现城乡居民基本公共服务均等化是国家治理体系和治理能力现代化的体现。当前城乡基本公共服务均等化水平与地方经济发展水平不成正比,城乡基本公共服务政策之间难以实现有效对接,城乡基本公共服务的供给效率亟待提高,城乡公共文化与公共安全非均等化较为突出等问题依然存在。在国家治理现代化视域下,亟需加大改革创新力度,完善城乡基本公共服务均等化的公共财政制度,加强信息化建设推进城乡基本公共服务政策的统筹管理,建立健全城乡基本公共服务多元有效供给机制,增加乡村基本公共服务供给,逐步缩小城乡基本公共服务差距。

The equalization of basic public Service in urban and rural areas manifests the efforts to promote the modernization of national governance system and capabilities. At present, the degree of basic public equalization is not proportional to the development of local economy, and urban public service policy doesn’t provide effective docking with the rural one in addition to the fact that the efficiency of basic public services supply needs to be improved, and the public culture and public security inequality have become increasingly prominent. In the view of modernization of national governance system, we need increase the intensity of reform and innovation, perfect the design of public finance system aiming at the equalization of urban and rural basic public services, and promote the overall management of urban and rural basic public service policy by strengthening information technology. Furthermore, it is necessary to establish an efficient supply system to meet the needs of diversified basic public services for urban and rural residents, and gradually narrow down the gap between urban and rural public services by implementing the urban-rural integration strategy.
