摘要
【目的/意义】对突发事件应急响应情报体系进行功能有效性验证。【方法/过程】应用案例分析法,对突发事件案例进行了过程回顾和特征分析,结合突发事件应急响应情报体系的功能,对突发事件案例进行假设性应用分析。对公共安全突发事件进行分类,介绍突发事件应急响应情报体系的架构和主要功能,并应用情报体系从预警联动、网络舆情控制、风险评估、危机识别与警示四个方面对突发事件进行案例分析。【结果/结论】突发事件应急响应情报体系对公共安全事件的处理具有可预见的效果。
【Purpose/significance】The paper validates the function of emergency rapid response intelligence system.【Method/process】By applying the case analysis method, the paper reviews and does feature analysis of emergency cases. The hypothetical application analysis of emergency cases is conducted combining the function of emergency rapid response intelligence system. It classifies the public safety emergency, introduces the architecture and main function of emergency rapid response intelligence system, makes a case study for emergency from warning linkage, network public opinion controlling,risk assessment, crisis identification and warning by applying the intelligence system.【Result/conclusion】The emergency rapid response intelligence system has foreseeable effect in handling public safety emergency.
