公务员在跨部门协同治理中的管理技能研究

Study on the Management Skills for Civil Servants in the Cross-sectoral Collaborative Governance

在推进跨部门协同治理活动中,公务员应当主要具备三种类型的协同管理技能:概念性技能、人际性技能和技术性技能。在这些管理技能中,战略性全局思考和有效领导力是最重要的跨部门协同概念性技能;跨部门沟通是最重要的跨部门人际管理技能;冲突管理是在跨部门协同中公务员个体最需掌握的技术性技能。政府组织中不同层次的公务员在跨部门协同活动中对应着不同的关键管理技能。相应的关键管理技能为我国公务员队伍加强跨部门协同合作能力建设提供了重要启示和方向。

Civil servants should have three types of management skills to advance cross-sectoral collaborative governance activities:conceptual skills,interpersonal skills and technical skills.By the use of questionnaire survey method,in accordance with the subjective evaluation of the importance from Chinese civil servants,this study sorted out these collaboration skills in descending order:conceptual management skills,interpersonal management skills and technical management skills.Among them,the overall strategic thinking and leadership are the most important inter-departmental collaboration skills;inter-departmental communication is the most important interpersonal management skills;conflict management is the most important technical skills for civil servants.These management skills research results provided important inspiration and direction for the enhancement for civil servants’cross-sectoral collaboration capacity.
