强制性产品认证指定实验室日常管理评价指标体系的应用与思考

Application and Reflections of Evaluation Index System of Daily Administration for Designated Laboratories of China Compulsory Certification

对强制性产品认证指定实验室开展日常管理评价和考核,是加强指定实验室检测活动事中监管的有效手段,有助于发掘指定实验室存在的问题和发展方向,从而提升其检测服务供给水平。本文以2015～2017年指定实验室日常管理评价资料为基础,通过筛选两套评价指标体系共同关注的主要评价点,选取5家具有代表性的指定实验室开展两套评价指标体系对比分析的实证研究。结果表明,以"通知"要求开展的评价更侧重于行政合规性的判定,而以"标准"为指南的评价指标体系兼顾了行政合规性和检测管理能力两项核心评价要素,评价结果更合理,更能直观反映强制性产品认证指定实验室日常管理综合情况。

The implementation of daily administration evaluation and assessment on the designated laboratories of China compulsory certification is one of the most effective methods to reinforce the supervision in testing activities of such designated laboratory, and also helps them to exploit problems and further development directions, thereby improving the supply level of testing services. Based on the previous data(2015-2017) of the daily administration evaluation, this paper selects five representative designated laboratories by screening the common interests of the two sets of evaluation index systems, and comparatively studies through these two systems. The result shows that the evaluation carried out by the "notice" requirements focuses more on the determination of administrative compliance, while the evaluation based on the "standards" which takes both core evaluation elements into account, i.e. administrative compliance and testing management capabilities. Hence, it is more reasonable and intuitive to reflect the comprehensive management of the designated laboratories of China compulsory certification.
