“再组织化”:全面从严治党的战略抉择及其制度化导向

Reorganization: The Strategic Choice of All-Around Party Self-Governance and Its Institution-Oriented Implications

组织化权威引领现代化道路,是中国现代化转型的基本逻辑和基本经验。作为一个马克思主义政党,中国共产党在长期领导中国现代化事业过程中,突出彰显了"组织起来"的行动特质和强大组织力,同时也在不同的历史境遇中不断调适其组织方式和领导方式。文章指出,全面从严治党就是因应改革开放以来体制层面局部"去组织化"而采取的党的"再组织化"战略调适,其要义是在多元分化的时代背景下锻造组织权威,维护并巩固党的全面领导地位。在中国社会主义现代化进入"后半程"的关节点上,"再组织化"战略抉择具有鲜明的制度化导向,不仅推动组织体自身的治理方式从周期性集中性向常态化制度化转变,而且由此强力开启了国家治理体系和治理能力现代化的进程。

The article points out that organizational authoritativeness leading the modernization road is the basic logic and major experience of China's modern transition.During its long journey in leading China's modernization,the CPC,as a Marxism party;has been highlighting its organizational behavioral character and growing powerful organizational capability,while also consciously adjusting its way of organization and leadership.All -around Party self -governance reflects the Party's strategic reorganization adjustment to reverse the trend of the regime's on -going de -organization during reform and opening up,and its dominant intention to reshape its organization authoritativeness and consolidate its leadership status.At the critical juncture of China's modernization entering its second part,the strategic choice of re -organization manifests its institution -oriented traits :not only to govern the Party more by regular rules than periodical concentrated remedies,but also to launch and put forward the modernization of the state's governance system and governance capacity.
