摘要
创新创业教育是国家实施创新驱动发展战略的迫切需要,作为一项新生事物尚处于探索建设阶段,要对其进行评价监测充满了挑战性。以"是什么""评(测)什么"和"怎么评(测)"为主要线索,着重对国内外创新创业教育评价监测相关研究进行文献综述和比较评议,借鉴有益经验并结合我国实际,就创新创业教育评价监测深化研究提出相关建议:从国际、国内和政策多视角,把握"使然"状态和开展专题比较研究;指标研制以"广谱式"为基础,通过"模块化"设计满足多种需求;数据驱动创新方法技术,实现评价工具和监测平台的系统化集成;按多主体实施的公共治理思路,多维度研制"三评一测"工作方案。
With the implementation of Innovation-Driven Development Strategy, China urgently needs Innovation and Entrepreneurship Education(IEE). As a new type of education, IEE is still at the exploratory stage.Evaluation and monitoring on IEE is full of challenge. The article focuses on questions of what is IEE, what and how to evaluate and monitor, makes reviews and comparative study on the evaluation and monitoring of IEE at home and abroad, and provides suggestions on how to take further thorough research on IEE. These suggestions include: taking comparative thematic study from multi-perspectives, making proposals and developing plans as we expected in practice;meeting diversified demands through modular design based on a systematic indicator design;using big data in the innovation of evaluation and monitoring skills and realizing systematic integration of assessment tools and monitoring platform;with the multi-agent public governance thinking, designing the working plan of evaluation and monitoring of IEE with multi-perspectives.
