如何应对当前国际形势变化调整与不确定性

摘要 国际形势的突然性变化和异常性变动,是我们对国际关系现状和未来趋向进行分析和把握的重要根据。在这个意义上,特朗普当选美国总统、英国脱欧、欧洲走进民粹主义危机、全球治理陷入困难,以及与此同时新兴国家群体崛起和分化带来的必然冲击,是国际形势发生重大变化和国际格局面临大变化大调整的重要表现,也是我们观察分析近年来国际关系现状和未来走向的重要视角。纵观上述变化和调整,可以发现其根源既有全球化本身存在一系列问题的影响,又有传统地缘政治返场和全球治理体系潜在不足所引发的波动。应该认识到,这些变化和调整既是必然的又是阶段性的,全球化的总趋势没有逆转。中国需要做的是,及时适应和正确应对上述挑战,并坚持战略自信和保持战略定力,做到有所作为。 The sudden and abnormal changes in the international situation are the important basis for us to analyze and size up the status quo and future trends of the international relations. In this sense, Trump’s election as the President of the United States, Brexit, Europe’s entry into the populist crisis, difficulties in the global governance, and the inevitable impact of the rise and differentiated development of the emerging nations illustrate the major changes in the international situation as well as the major adjustments in the international pattern, which has also been an important perspective for us to observe and analyze the status quo and future orientation of the international relations in recent years. A review of the above changes and adjustments helps to find that the reasons include problems of globalization itself, the return of traditional geopolitics and the fluctuations caused by the potential inadequacy of the global governance system. It should be recognized that these changes and adjustments are both inevitable and progressive, and the general trend of globalization has not been reversed. What China needs to do is to adapt and respond to the above challenges in a timely manner, and to maintain strategic confidence to make a difference.
