我国药品短缺原因分析及供应保障对策

Analyzing The Causes of Medicine Shortage in China and The Countermeasures of Supply Guarantee

目的:分析我国出现药品短缺的原因,为完善我国药品短缺供应保障体系提出建议。方法:采用文献研究法,探讨我国药品短缺的原因,提出短缺药品的供应保障措施。结果:药品供应链(研发、生产、流通、采购、使用的各个环节)、药物相关政策、突发事件等因素是目前导致我国出现药品短缺的主要原因。结论:建立以应急措施和长效保障措施相结合的短缺药品供应保障机制,多措并举,动态调整短缺药品清单和短缺药品价格、落实低价药品供应保障政策、加强医药卫生体制改革联动、建立相关奖惩制度,最大程度地减少药品短缺事件的发生,降低发生药品短缺带来的危害。

Objective To analyze the causes of medicine shortage in China,and put forward suggestions for improving the supply guarantee.Methods The causes of medicine shortage in China was studied with literature research method.Results The main causes of medicine shortage in China were medicine supply chain(including research and development,production,circulation,procurement and use),medicine-related policies and emergencies.Conclusion It is suggested to establish a supply guarantee mechanism combining emergency measures with long-term safeguard measures,dynamically adjust the list and prices of shortage medicines,ensure the supply of low-priced medicines,strengthen the linkage of the reform on medical and health system,and establish related incentives and penalties.
