高等教育发展动力系统是指影响高等教育全面履行功能的各种动力因素的构成及其相互之间联系和作用的方式和原理。无论是世界科技革命、产业革命的浪潮还是国内新时代的新矛盾、新战略和新任务,都对高等教育发展动力系统的整体适应性和运行有效性提出了更高的要求。建构责任与利益均衡的机制,激发不同利益主体的积极性和创造性;重建权力分配格局和制约机制,实现约束力与驱动力的平衡;优化制度体系与优化制度伦理相结合,促进公平与效率的协调,是我国高等教育发展动力系统优化的基本方向与重要任务。

The higher education development power system refers to the composition of all kinds of power factors affecting the full performance of its functions and their interrelations and modes of action.In the new era,the world science and technology revolution,the wave of industrial revolution,the new contradictions,new strategies and new tasks of the new era,all of them put forward higher requirements for the overall adaptability and operational effectiveness of the higher education development power system.Therefore,the basic direction and important task to optimize the development power system is to construct a mechanism of balancing responsibilities and interests to stimulate the enthusiasm and creativity of different stakeholders,to reconstruct the power distribution pattern and restrict mechanism to achieve the balance between the binding force and the driving force,and to optimize the system and its ethics,promoting the coordination of fairness and efficiency.
