城市社会林业可持续发展能力评价指标体系构建及应用研究 被引量:14

摘要 文章首先在前人研究基础上提出"城市社会林业"的概念,然后基于逻辑框架构建了包含3个维度共25个指标的城市社会林业可持续发展能力评价指标体系,最后通过构建可拓模型,选择雅玛里克山作为典型案例进行评价实证。结果表明:(1)雅玛里克山林业可持续发展能力处于弱可持续发展状态,且投入、产出、效果维度的可持续发展能力差异显著。(2)专业技术人员缺乏、政府资金投入不足、树种结构和龄级结构不合理、固碳能力低、缺乏林业产值和非林业产值是其林业可持续发展的重要阻碍因素。管理人员受教育程度高、专业技术人员职称结构合理、固定劳动力充足、人均管理面积少、水源充足、森林健康程度和覆盖率高、就业人数多是其林业可持续发展的重要促进因素。(3)可拓学方法适用于城市社会林业可持续发展能力评价。 Firstly, this paper put forward the concept of urban social forestry on the basis of predecessors’ research,and then constructed the evaluation Index system of urban social forestry sustainable development which included 3 dimensions and 25 indicators based on the logical framework, and then constructed the extension model and chose Yamalike as an example. The results showed that:(1) the sustainable development ability of Yamalike forestry is in a weak and sustainable developing stage, and the sustainable development ability of input, output and effect dimension is significant.(2) lack of professional and technical personnel, insufficient investment of government funds, unreasonable structure of tree species and age grade, low carbon sequestration ability, the lack of forestry output value and non-forestry output value is an important impediment to the sustainable development of forestry. There are some important promoting factors of forestry sustainable development such as: managers have high educational level, reasonable professional titles, small per capita management area, adequate water resources, high forest health and coverage, more employment and higher popular support.(3) the method of extenics can evaluate the sustainable development ability of urban social forestry.
