改革开放四十年,行政体制改革经历了不断深化的五个主要阶段,这五个阶段的改革各有侧重,但始终以解决当时面临的突出问题,服务于改革全局为导向。在四十年历程中,行政体制改革取得了许多重要成就,也积累了不少宝贵经验。改革的成就不单单来自政府自身建设,也与经济体制、政治体制和社会体制紧密相连。随着改革进入新时代,需要进一步思考行政体制面临的重大问题,坚持继续深化行政体制改革,推进国家治理体系和治理能力现代化。

Through the past Forty years of Reform and Opening-up,the reform of the administrative system has gone through five major stages of deepening.These five stages of reform have their own priorities,however,it has always been oriented to solve the outstanding problems and serve the overall reform.In the forty years,the reform of the administrative system has made many important achievements and accumulated a lot of valuable experience.The achievements of reform come not only from the government’s own construction,but also from the economic,political and social systems.As the reform enters a new era,it is necessary to further consider the major problems facing the administrative system,continue to deepen the reform of the administrative system and promote the modernization of the national governance system and governance capacity.
