从药事管理的角度谈我国保健品的监管

Discussion on the regulation of health products from the perspective of drug administration

随着我国经济的快速发展,人口的不断增长,加之老龄化人口比例不断增高,国人健康意识不断提高,保健品需求量持续上升。保健品行业有着极为广阔的发展空间,保健品行业进入门槛不高,导致大量鱼龙混杂的小型作坊滋生,使得该行业的市场竞争变得异常激烈。研究发现企业为了获取高利润运用多种营销方式夸大了保健品的功效,使消费者对药品、普通食品、保健品的概念模糊不清。为了帮助消费者特别是老年人能理性的购买保健品,解决保健品行业存在的价格虚高、乱象丛生、研发技术与标准低、销售人员的不专业、监管机制不完善等问题,本文从药事管理的角度提出几点监管措施,以期能有效地减少消费者在购买保健品时存在的风险。

With the rapid development of China’s economy and the continuous growth of the population, as well as the increasing proportion of the aging population, Chinese people’s health awareness is constantly improving, and the demand for health care products continues to rise. Health care products industry has a very broad space for development, the entry threshold of health care products industry is not high, resulting in a large number of mixed small workshops breeding, which making the market competition of the industry has become extremely fierce. It is found that enterprises exaggerate the efficacy of health care products by various marketing methods in order to obtain high profits, which confuses consumers’ concepts of drugs, common food and health care products. In order to help consumers, especially the elderly, rationally buy health care products, solve the problems of the health care products industry, such as high prices, chaos, low research and development technology and standards, unprofessional sales staff, imperfect regulatory mechanism and so on, this paper proposed some regulatory measures from the perspective of pharmaceutical affairs management, in order to effectively reduce the risks when consumer is buying health products.
